AMENDES AT THE 6 CONGRESS ON DECEMBER.31.2002<\/span><\/h1>\n

CHAPTER ONE GENERAL RULES<\/strong><\/h3>\n

Article 1. The name of this organization shall be the International Chinese Kuoshu Federation (herein-after referred to as “this federation” or “ICKF”)<\/p>\n

Article 2. The purposes of this federation are to prompt the development of Chinese Kuoshu throughout the world and to further the traditional Chinese martial arts and martial ethics.<\/p>\n

Article 3. The location of this federation shall be where the Central Government of the Republic of China is located.<\/p>\n

Article 4. This federation may set up a chapter in each country immediately subordinate to this federation and besides the chapter, a number of stubchapters in a large territorial country subjected to the control of this federation.<\/p>\n

Article 5. The insignia of the ICKF is round in shape.Its outer circle is light blue in color,within which the white Chinese characters standing for “In-ternational Chinese Kuoshu Federation” are put in the upper side, while the English letters “ICKF” in the lower side. The background of the inner circle is light green in color, within which are drawn a yellow plum flower and inside it a figure in the traditional Kuoshu stance standing on the globe. The lines of the longitude and latitude drawn on the golobe are white in color.<\/p>\n

CHAPTER TWO<\/strong>\u00a0RESPONSIBILITIES<\/strong><\/h3>\n

Article 6. The responsibilities of this federation are\uff1a<\/p>\n

    \n
  1. To promote the Chinese Kuoshu activities\uff1b<\/li>\n
  2. To establish international Chinese Kuoshu stru-ctuctural systems\uff1b<\/li>\n
  3. To formulate rules for the Chinese Kuoshu activities\uff1b<\/li>\n
  4. To establish standards for evaluating the Chinese Kuoshu proficiency\uff1b<\/li>\n
  5. To conduct trainings for and carry out accreditation of international Chinese Kuoshu cogches and referees\uff1b<\/li>\n
  6. To carry out the evaluation and control of \u201cTUAN\u2019\u2019 degree\uff1b<\/li>\n
  7. To conduct international Chinese Kuoshu competions, demomonstrations, observation and visits\uff1b<\/li>\n
  8. To compile and publish Chinese Kuoshu books and periodicals\uff1band<\/li>\n
  9. Other affairs with respect to development of Chinese Kuoshu.<\/li>\n<\/ol>\n

     <\/p>\n

    CHAPTER THREE MEMBERSHIP<\/strong><\/h3>\n

    Article 7. The Kuoshu Federation of the Republic of China and the chapters set up overseas by this federation are ex officio members of this federation.<\/p>\n

    Article 8. The membership of this federation shall be open to the following oversas Kuoshu organizations provided that they are in favor of the purposes of this federation and that their applications for membership are approved by the Executive Board of this federation upon their passage\uff1a
    \n(1) National Chinese Kuoshu organizations\uff1band
    \n(2) Regional and vocational Chinese Kuoshu organizations.<\/p>\n

    Article 9 . The rights of members of this federation are\uff1a<\/p>\n

        \n
      1. The right to speak and vote\uff1b<\/li>\n
      2. The right to elect and be elected\uff1b<\/li>\n
      3. Participation in various activities sponsored by this federation\uff1band<\/li>\n
      4. Other rights that they are entitled to.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n

        Aericle 10 . The obligations of members of this federation are\uff1a<\/p>\n

          \n

            \n
          1. Abiding-by of the constitution and resolution of this feceration\uff1b<\/li>\n
          2. Carrying-out of duties assigned by this federation\uff1b<\/li>\n
          3. Payment of dues as specified\uff1band<\/li>\n
          4. Other obligation that they are obliged to fulfill.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n

            Article 11. Members of this federation who commit one of the following violation shall,upon their passage by the Executive Board,be suspended from their membership of this
            \nfederation\uff1a<\/p>\n

                \n
              1. Failure to abide by the constitution and resolution of this federation\uff1b<\/li>\n
              2. Failure to pay dues for two consecutive years\uff1band<\/li>\n
              3. Inaction in Kuoshu activities and staffing operation for a long time.<\/li>\n
              4. Absence from the conference convened by the ICKF without justification 2 times in a row.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n

                Article 12. Members of this federation may apply for withdrawal of their membership from this federation provided that such withdrawal is approved by Executive Board upon their passage.The positions with resqect to this federation assumed by persons of the withdrawn member orgainzations shall be deactivated simultaneously with their withdrawal.<\/p>\n

                Article 13. No dues paid shall be refunded to the members whose memberships have been suspended or withdrawn from this federation. They will no longer enjoy the rights offered by the ICKF,not the use of ICKF\u2019s emblem.<\/p>\n

                Article 14. The congress shall be the highest gov-erning body of this federation.When the congress is in recess,the Executive Board shall exercies all the powers vested to the congress.<\/p>\n

                Article 15. The congress shall be held once every four(4) years. Provisional congress may be called as required.<\/p>\n

                Article 16. The delegates to the congress shall be elected or appointed by member organizations.With the exception of the suzerain state federation-Kuoshu Federation of the Republic of China,whose quota of delegate shall be separately specified,the quota of delegate of each member organization shall be at least one(1) person,but not more that three(3) persons. Regulation on Proportional Quota of Delegates tp the Congress and the Election or Appointment of Delegates will be separately enacted by Executive Board of ICKF.<\/p>\n

                Article 17. The congress shall exercise the following powers\uff1a<\/p>\n

                  \n
                1. Screen a report from Executive Board concerning activities of this federation\uff1b<\/li>\n
                2. Decide on operating policy of this federation\uff1b<\/li>\n
                3. Pass and amend the provisions of the constitution of this federation\uff1b<\/li>\n
                4. Elect members of Exective Board\uff1b<\/li>\n
                5. Decide on standard payment of dues\uff1band<\/li>\n
                6. Decide on major events concerned.<\/li>\n<\/ol>\n

                  Article 18. There shall be established Executive Board comprising 31 full members and 9 alternate members to be elected at the congress.<\/p>\n

                  Article 19. There shall be established one president permanently assumed by the incumbent President of Kuoshu Federation of the Republic of China,the nation where Chineses Kuoshu originated.The president shall preside at meetings of Executive Board,carrying out all resonsibilities of this federation.While dealing with the third parties,he represents this federation. There shall be established 4-6 vice presidents to be elected from among members of Eexcutive Board.<\/p>\n

                  Article 20. There shall be established one honorary president and a number of honorary vice presidents and advisors.All of them shall be appointed by invitation by Executive Board upon their passage.<\/p>\n

                  Article 21. Exceutive Board shall meet once each year.Provisional conference may be called by the president as required.<\/p>\n

                  Article 22. The Executive Board shall exercise the following powers\uff1a<\/p>\n

                    1. Carry out resolutions of the Congress\uff1b<\/li>\n
                    2. Screen operating plans and budgret\uff1b<\/li>\n
                    3. Pass the application for admission in or withdrawal from this federation and disqualification of members\uff1b<\/li>\n
                    4. Pass recommendation on awarding outstanding member organizations of this federation\uff1b<\/li>\n
                    5. Pass the appointment by invitation of honorary president,honorary vice president,advisors and staff officals.<\/li>\n
                    6. Decide on convening of congress\uff1band<\/li>\n
                    7. Others concerned.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n

                      Article 23. The term of members of Executive Board and vice president shall be for four(4) years. They shall be eligible for reelection.<\/p>\n

                      Article 24. This federation shall have one secretary general and 1-2 vice secretary generals under whom there shall be Administrative Section, Liaison Section and Activity
                      \nSection. Each Section has one chief 1-2 deputy chiefs and a number of secretaries.<\/p>\n

                      Article 25. Secretary General and vice secretary general(s) shall be concurrently assumed by the secretary general and vice secretary general(s) of Kuoshu Federation of the Public of China. The section chiefs and secretaries shall be appointed by the president upon nomination by secretary general.<\/p>\n

                      Article 26. Secretary general shall exercies the following duties\uff1a
                      \n\uff081\uff09Carry out resolutions of all meetings of this federation and
                      \n\uff082\uff09Coordinate and handle all affairs of this federation and supervise staffing operations of the secretriat under the directions of the president.<\/p>\n

                      Article 27. Various committees may be set up as requiresd.<\/p>\n

                      CHAPTER FIVE EXPENDITURE<\/strong><\/h3>\n

                      Article 28. The following is the source of revenue of this federation\uff1a<\/p>\n

                          \n
                        1. Member\u2019s admission fee and annual dues\uff1b<\/li>\n
                        2. Subsidies from the units concerned\uff1b<\/li>\n
                        3. Various contributions and donations\uff1band<\/li>\n
                        4. Interest from the foundation.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n

                          Article 29. The disposal of the treasuries of this federation shall be in accordance with the regulations promulgated by the related office of the Central Government of the
                          \nRequblic of China,where the Sacritariat of this federation is located,and sumbitted to the Executive Board for examination and verification.<\/p>\n

                          CHAPTER SIX BY-LAWS<\/h3>\n

                           <\/p>\n

                          Article 30. The chapters set up in various areas in the world by this federation may refer to provisions of the consititution of this federation for drawing up their own
                          \nconsitituions.<\/p>\n

                          Article 31. The implementation plans for carrying out the details of this constitution will be separately worked out.<\/p>\n

                          Article 32. The constitution this federation shall be brought into effect upon its passage by Executive Board.The same procedures shall be applied for any amendment to this constitution.<\/p>\n","protected":false},"excerpt":{"rendered":"
