\u00a0REGULATIONS ON IMPLEMENTATION OF REFEREE SYSTEM<\/strong><\/p>\n

Kuoshu\/Wushu Federation of the Republic of China (Enclosure 2)<\/strong><\/p>\n

Passed by the joint meeting of coaches, referees, athletes, member of Search and Development, chairman of Disciplinary Commissions on January 31, 2019<\/p>\n

Approved by the Second Session of 14th<\/sup> Board of Councilors\/ Supervisors on Much 17, 2019<\/p>\n

Article 1 With a view to cultivating elite referees, elevating referee\u2019s quality and developing Kuoshu and Wushu, the Kuoshu\/Wushu Federation of the Republic of China enacted the following regulations.<\/p>\n

Article 2. The regulations govern referee\u2019s qualification, grade, and authorization, advanced studies, promotion, management, entrustment, award, and punishment.<\/p>\n

Article 3. Refer to Enclosure 1 for Kuoshu\/Wushu referee\u2019s grade, position, and qualification.<\/p>\n

Article 4. A person who is 21 years old or more and meets one of the above-prescribed qualifications can apply for participating in appropriate class referee seminar and test. If he\/her has completed the prescribed hours of course and passed the academic and technical tests and has not committed any violations, he\/her will be issued appropriate referee certificate after practically performing one refereeing or more.<\/p>\n

Article 5. Refer to Enclosure 2 for standard curriculum of seminar for various classes of referees, which include subjects of academics ( common subjects and specialized subjects) and techniques (technical drill and tests) During seminar, a class of referee who is absent for 4 or more hours will not be permitted to attend the test of both academics and techniques.<\/p>\n

The contents and number of hours of seminars for various classes of referees shall be included in the annual implementation plans and be submitted to Sports Administration, Ministry of Education for reference.<\/p>\n

Article 6. An applicant who violates one of the following crimes shall not be allowed to attend the sporting seminar:<\/p>\n

    \n
  1. The crime of obstructing autonomy<\/li>\n
  2. Homicide. However, if the offender is a negligent offender, this is not subject to this restriction.<\/li>\n
  3. The crime of injury. However, if the offender is a negligent offender, this is not subject to this restriction.<\/li>\n
  4. Charges against the Regulations on the Control of Firearms, Ammunition, Knives, and Weapons, and charges against the Prevention and Control of Organized Crimes or the Elimination of Hooligans<\/li>\n
  5. The crime of Tobago and Poisoning and doping drugs and charges against the Regulations on the Administration of Narcotic Drugs<\/li>\n
  6. Selling, or instructing athletes to use sports drugs<\/li>\n
  7. Mental or hearing disorders identified by physicians, suffering from which the applicants are not fit for assuming referee job<\/li>\n
  8. Not accepting the task assigned without justification, or assuming referee for competitions not authorized by this Federation.<\/li>\n
  9. Evidence of alienation or false accusation, or failure to keep discipline<\/li>\n
  10. Neglect of duty, delaying official duties, resulting in major adverse consequences<\/li>\n
  11. Improper conduct or violation of relevant laws and regulations seriously damages the reputation of the Federation.<\/li>\n
  12. Violation of the Federation\u2019s Constitution or damage to the reputation of the Federation.<\/li>\n
  13. Serious deficiencies in his or her position as a referee, or his\/her speech or conduct are crude and impair the dignity of the referee.<\/li>\n<\/ol>\n

    The Judicial Committee should refer to the case of those who commit the above crimes to Discipline Committee for being disciplined on the basis of specific facts. The Discipline Committee shall deliberate on the case. If the circumstances are serious, the offenders shall not be promoted, nor will they take part in a brush-up seminar.<\/p>\n

    Article 7. Checkup application for the referee: A person who applies for referee shall fill up application form together with the following documents, material and pay fee for check-up and costs of the certificate, forwarded to related sports organization:<\/p>\n

      \n
    1. Identification card, or passport or other documents evidencing his identity.<\/li>\n
    2. Evidence documents in line with the stipulation as mentioned in item 3 below<\/li>\n
    3. A document evidencing that within the last month, there has been no record of violation of police criminal. Those who are of foreign nationality should bring forth from their country authorities document evidencing that they are well behaved.<\/li>\n<\/ol>\n

      Article 8. This Federation is tasked to carry out lectures and tests of all academic and technical curriculums of the seminar for various class of referees in addition to referee class A and referee class international. County or city Wushu or other sports associations are authorized or entrusted to take care of lectures and tests of all academic and technical curriculums of the seminar for referee class C and referee class B.<\/p>\n

      Article 9. If there is any objection to the results of the academic and technical tests, the objection shall be forwarded in writing within seven days from the date of receipt of the results of the tests for review. The Federation shall deliver the results of the review to the applicant within 30 days after receiving the objection.<\/p>\n

      Article 10. The validity period of the referee’s certificate is four years. During the period of validity (based on the date of issuance of the certificate), the referee shall apply to the Federation for extension of the validity period of referee certificate 3-6 months before its expiration. Each extension of the period is 4 years. Only those applicants, who have attended the specialized course for a total of 48 hours, at least 6 hours each year, can apply for renewing the certificate. An applicant being a lecturer who should spend 96 hours for the lecture can apply for renewing the certificate. Those whose certificate expired and didn\u2019t carry out its renewing should 3 years later attend a related class of referee seminar and can have the certificate reissued after the results of their tests have been passed.<\/p>\n

      Article 11. When a referee is found committing one of the following violations, his certificate shall be revoked:<\/p>\n

        \n
      1. Application information is false.<\/li>\n
      2. Violation of regulations as stipulated in Article 6.<\/li>\n
      3. During the three months before the expiration of the four-year period of validity of the certificate, referee class A, B, C, and International shall attend the related class of referee brush-up seminar; otherwise, their certificates shall be revoked, with this case reported to the Republic of China Sports Federation for authorization,<\/li>\n<\/ol>\n

        Article 12. Tasked by this Federation, referee class C seminar shall be held at least twice each year, referee class B seminar once each year, referee class A twice every 2 years, and referee class international once every 2 years.<\/p>\n

        With a various class of referees\u2019 seminars listed in annual programs, the Federation, one month before starting the various seminars, shall have implementation plan reported to the Republic of China Sports Federation for authorization. Within one month after the conclusion of various seminars, the Federation shall have achievements, a listing of participants, test results, instruction material or other related information submitted to the Sports Administration, Ministry of Education for reference.<\/p>\n

        Article 14. For qualifications for lecturers of various referees seminars, refer to enclosure 3<\/p>\n

        Article 15. With a view to carrying out the operation as outlined in Item of Article 8\u2014preparation and releasing of various referee\u2019s certificates, an electronic database shall be established for all various class of referees.<\/p>\n

        Article 16. The Regulations have been approved by the Board of Councilors of the Kuoshu\/Wushu Federation of the Republic of China and put into force after being authorized by the Sports Administration, Ministry of Education.
